ROBERT M. McNAMARA JR. JOINS MANATT
Former CIA General Counsel Enhances Firm's Government and Litigation Practices and International Consulting Capabilities

WASHINGTON, D.C. and LOS ANGELES, November 12, 2001 - Manatt, Phelps & Phillips, LLP announced today that Robert M. McNamara, Jr., most recently General Counsel to the U.S. Central Intelligence Agency, will join the Firm's Washington, D.C. office November 19 as a Partner. Mr. McNamara will be involved in the Firm's government, litigation and crisis management practices and will serve as Managing Director of Manatt Jones Global Strategies, LLC, the Firm's international consulting subsidiary.

"Bob has worked on extremely complicated issues at high levels with all branches of government," said Paul H. Irving, Chief Executive and Managing Partner of Manatt. "He interacts with senior government officials, including members of Congress on both sides of the aisle, inspectors general, regulators and grand juries. He has tried cases, supervised litigation and argued appeals. Bob has experience and relationships with many different law enforcement agencies and is able to marshal the resources necessary to address critical business and governmental challenges. His unique range of skills and expertise complements Manatt's practice capabilities and our commitment to client service."

President Clinton appointed Mr. McNamara CIA General Counsel in November 1997. In that capacity, Mr. McNamara served as the Agency's chief legal officer, ensuring the CIA complied with U.S. and international law in providing foreign intelligence to the President, the National Security Council and other senior officials executing national security policy.

Before being appointed General Counsel to the CIA, Mr. McNamara served as Assistant General Counsel for Enforcement at the Department of the Treasury, where he supervised lawyers assigned to the U.S. Customs Service, the Secret Service, Alcohol, Tobacco and Firearms and FinCEN (Financial Crime Enforcement Network). While at Treasury, he specialized in financial institution fraud and international money-laundering issues, and he represented the Department and senior Treasury officials during numerous congressional inquiries and investigations. Prior to that, he was Deputy Director of Enforcement at the Commodity Futures Trading Commission, which oversees institutional markets and regulates commodity professionals. Mr. McNamara also served as General Counsel of the Peace Corps, Legislative Counsel to the U.S. Senate Judiciary Committee, Assistant U.S. Attorney and Assistant Majority Counsel of the U.S. Senate Watergate Committee.

Mr. McNamara began his legal career clerking for 6th U.S. Court of Appeals Judge George C. Edwards, Jr. He graduated in 1973 from Georgetown University Law Center, where he was Symposium Editor of the American Criminal Law Review and where, for 12 years, he was an Adjunct Professor of Law teaching trial practice. Mr. McNamara received an A.B. from John Carroll University in 1968 and a B.A. from Mount Carmel College in 1967.
